3A-1 Introduction to Affected Environment and Environmental Consequences

Chapters 3 through 14 address both the affected environment and environmental consequences associated with the five alternatives presented in this EIS/EIR for the East Cliff Drive Bluff Protection and Parkway Project. Resource areas covered include land use, recreation, visual, geology, water (including waves and coastal processes), biological, transportation, emergency services, cultural, air, noise and utilities.

It should be noted that the proposed activity involves three separate construction projects:

These projects would be constructed and funded individually of each other over approximately a two-year period. Because the three projects are in close proximity to each other, the potential environmental impacts associated with each of the construction projects are addressed in this EIS/EIR.
