Measure J refers to the 1978 voter initiative that created Santa Cruz County's growth management program and required affordable housing to be incorporated into new development projects. Today, as a result of this law, there are over 450 homes located throughout the unincorporated County that are affordable to qualified low and moderate income families and seniors.
