Overview of County & RDA Assisted Units

Under State Law, Redevelopment Agencies must use 20% of their revenues to improve, protect or expand the supply of affordable housing in the unincorporated area of the County. These funds are administered by the Housing Division of the Planning Department and are used to fund programs and finance projects to foster the development of new housing and the redevelopment of existing housing. Projects must benefit very low, low and moderate income households and include long-term affordability restriction. In addition, the County also receives funding for housing activities through market rate developers in leiu of construction affordable housing units as required by County Code Section 17.10.

There are a multitude of affordable housing programs and projects managed by the Planning Department. Over the past 15 years, County and Redevelopment Agency-sponsored housing efforts have resulted in over 1,500 affordable housing units that are distributed throughout the unincorporated County. Affordable housing projects involve both new construction and renovation projects. Affordable housing programs have assisted over 450 income eligible households. These combined efforts provide high quality, decent affordable housing for an estimated 4,000 people, many of whom would otherwise be unable to afford to live in Santa Cruz County.

County assisted housing projects and programs have benefited a cross-section of area residents living in a wide range of housing types, including mobile home parks, apartments, and single family homes. In addition to providing financing for a significant number of units, Housing funds have been highly successful in leveraging outside funds from State, Federal and private sources.
