Stormwater Permit Requirements

Residential Permit Application Checklist

In general, the Planning Department will route applications to the Stormwater Section for review when there are new and/or replaced impervious and/or semi-pervious surfaces, or if there are changes to existing drainage patterns.

All applicants are required to follow design requirements as outlined in the County of Santa Cruz Design Criteria (CDC). For a checklist of minimum submittal requirements based upon new and/or replaced impervious and/or semi-pervious surfaces (i.e., roofs, paved areas, patio, walkways, driveway, etc.) that are part of the project, please click on the appropriate link below.

Sanitation (Sewer) Permit Requirements

Residential Sanitary Sewer Guidance Checklist

The Sanitation section of Public Works processes and issues permits to the public and/or other agencies for the performance of work related to sewer connections. Sanitation may include structures, facilities, and objects of any kind placed in, on, under, or over any County highway. 

The Sanitation section also conducts engineering plan review for minor and major subdivision projects involving new and existing connections, conversion from septic to sewer, and improvements on County right-of-way.

The Sanitation section also oversees issues that arise relating to illicit connections, sanitary sewer overflows (SSO's), and commercial/industrial activities.

Transportation Development Review's function is to process commercial and residential development projects, coordinate these development reviews through the Engineering Review Group to insure roadside and transportation improvements, and develop and insure the implementation of mitigation requirements for developments.

Encroachment Permit

The encroachment section of Public Works processes and issues permits to the public and/or other agencies for the performance of work on County roads right-of-way. Encroachments may include structures, facilities, and objects of any kind placed in, on, under, or over any County highway. Work includes utilities projects that involve excavation or trenching; street improvement projects; and tree trimming, removal, and planting within the County right-of-way.

The encroachment section also conducts engineering plan review for minor and major subdivision projects involving drainage, new or re-construction of drive approaches, and improvements on County right-of-way, conducts construction inspection, as well as supports plan checking on Building permit applications.

The encroachment section also oversees issues that arise within the County right-of-way such as illegal signs, refuse, sediments, erosion, etc., and interfaces with the general public and other departments and agencies related to these issues.
